MAAPPS and Delegate Julie Carr

MAAPPS President Torri Schaffer of Torri's Legal Services and MAAPPS Board Member, Michael Daigneault of Priority Process Services, Inc. met with Maryland Delegate Julie Carr (District 17) on May 28, 2019. 

  Delegate Julie Carr was introduced to MAAPPS, its membership base, and the process serving profession. Delegate Carr is especially interested in supporting small business.


Julie Palakovich Carr was elected to the Maryland House of Delegates in November 2018 to represent District 17 (Gaithersburg and Rockville).

She previously served two terms on the Rockville City Council (2013-2019), where she championed progressive reforms such as banning smoking in outdoor dining areas, pushing for a statewide fracking ban, protecting law-abiding immigrants from deportation, and improving safety for pedestrians, bicyclists, and people in vehicles.

Julie also served as Council liaison to Rockville’s Traffic and Transportation Commission, Human Rights Commission, and Animal Matters Board.

In 2016, Julie was recognized as a Leading Woman by the Annapolis Daily Record for her community involvement and professional accomplishments.

Prior to being elected, Julie served on several city task forces, including serving two terms on Environment Commission, chairing the Adequate Public Facilities Ordinance Review Committee, serving as vice chair of the City Services and Budget Working Group, and chairing the Watersheds Committee.
